The 3rd Igorot International Consultation (IIC-3) took place in the Green Valley Resort in Baguio City on April 26-28, with the theme: “Igorot Identity and Empowerment: Yesterday, Today, and Tomorrow.” It was attended by more than 500 participants from around the world. The 3-day convention featured the presentation of papers, workshops, open forums, and general sessions. The major topics discussed included: (1) “Who Are the Igorots?”, (2) Igorot Initiatives and Accomplishments,” (3) Changing Times and Challenges,” (4) Cultural Heritage Development, (5) What are the Immediate and Long Term Issues that the Igorots Must Address Collectively.”

Some of the resolutions passed at the general assembly were:

  1. A resolution to accept the invitation of the IGOROT-UK to host IIC-4 in London in 2002;
  2. A resolution to hold IIC-5 in St. Louis, Missouri, in 2004 to coincide with the centennial celebration of the 1904 St. Louis World Fair, when some more than 100 Igorots had been exhibited as “dog-eating curiosities”.
  3. A resolution endorsing the name and organization of the Igorot Global Organization (IGO).
  4. A resolution to request the Dept. of Education and Sports (DECS) to include in school curriculum the teaching of Igorot culture and values.
  5. A resolution to launch a campaign for the redefinition of the term “Igorot” in general reference materials and dictionaries, particularly in regards to the Igorots being referred to as “primitive”.
  6. A resolution to explore the re-establishment of a dormitory for BIBAK students in Baguio.
  7. A resolution to petition the President of the Philippines for full implementation of Executive Order No. 202 – establishing an autonomous Cordillera Administrative Region.
  8. An advisory resolution to BIBAK organizations to consider changing the monogram BIBAK to reflect the Mountain Province (instead of Bontoc), and Abra and Baguio City. Example: MABIBAK for Mountain Province, Abra, Baguio, Ifugao, Benguet, Apayao, and Kalinga.
  9. A resolution to IIC planners to consider holding mini consultation in towns and barrios of the Philippines to bring about grassroots participation in IIC matters.

Before the Consultation adjourned, the general assembly approved in principle the proposed constitution and byaws of the IGO and named the 30 members of the Council of Elders, or board of directors, with Rex Botengan as interim chair.

The Consultation concluded on a 4th day of cultural festivities, called the Grand Cordillera Festival, featuring various rites and ceremonies of the six Cordillera provinces that make up the Cordillera Administrative Region (CAR), sponsored by the City of Baguio.
